San Francisco's Early Learning For All (ELFA) program

San Francisco's Early Learning For All (ELFA) program provides free or reduced-cost child care to the vast majority of families in the city. It is the most generous municipal child care subsidy in the United States.

Why this matters for choosing family child care

Here is the key fact many parents don't realize: the ELFA subsidy pays the same amount whether you choose family child care or a center. This means you can get the intimate, personalized care of a family child care home — small groups, mixed ages, a consistent caregiver, home-cooked meals — at no extra cost compared to center-based care.

Family child care providers across San Francisco participate in the ELFA network. When your child is enrolled with an ELFA-approved FCC provider, the subsidy covers the provider's rate just as it would at a center. What if I earn too much for ELFA — are there other options?

ELFA covers families earning up to 200% of Area Median Income (about $311,700/year for a family of four), which includes most San Francisco households. If you earn above this threshold, you may still benefit from employer-sponsored Dependent Care FSA accounts (which let you set aside pre-tax dollars for child care), the federal Child and Dependent Care Tax Credit, and California's state child care tax credit.
